`RefWriterChunkedFlush.DropNamespaceOverOpCapSucceeds` failed deterministically on
asan_ubsan, tsan and msan in PR 2073 CI with "txn 1-3 is UNCERTAIN (retry budget
exhausted)" and committed_refs=0 vs 5200.

Not a retry problem and not a regression from the ref-lane work: the suite's
`openPool` did not inject `boot_ms_fn`, so `CasMountRuntime::refAppendFenceOk`
gated every controlled attempt against the REAL clock. With the compiled defaults
(mount_lease_ttl_ms 30000, safety margin 7000) such a pool fences ITSELF ~23s after
open — no background renewal advances that deadline in a unit-test pool — and this
test drives 5200 refs, taking 43-65s under a sanitizer. So the lane was rejecting
pre-attempt on a stale fence; the "retry budget exhausted" text is the misleading
message that finding #37 defect 3 already flagged (it is printed where NOTHING was
attempted).

Exactly the artifact fixed on 2026-07-18 for
`CasPartWriteTxn.ManifestCapEncodedBytesJustUnderStagesSuccessfully`, and the same
fix: decouple the fence from execution speed. Applied to BOTH helpers in the file
rather than to the one failing test — no test here is about wall-clock lease
behaviour, they are all about chunking and op-caps, so any of them can cross the
deadline as its data grows; `openPoolWith` defaults the clock instead of forcing it,
so a future timing test can still supply its own. The suite's waits are steady_clock
future/condvar timeouts and are unaffected.

Local: DropNamespaceOverOpCapSucceeds now 1345 ms, suite 11/11 green.

`Unresolved` conflates two materially different states, and the message printed for
both claims an exhausted retry budget — including where NOTHING was ever sent,
because both pre-attempt gates (mount fence, operation deadline) reject before any
request reaches the backend. Finding #37's own note says that opacity "plausibly fed
3 prior wrong analyses"; it did so again today, when a sanitizer-slow unit test
fenced itself after ~23s and the CI text sent the triage looking for a retry problem
that did not exist.

`putIfAbsentControlled` now reports a `CasUnresolvedReason` through an optional
out-param — NoAttemptSent / FenceLostMidWay / DeadlineMidWay / FenceLostPostWrite /
AttemptsExhausted — and the ref lane's wedge message renders it instead of asserting
budget exhaustion. Diagnostic only: the returned outcome is unchanged and nothing
branches on the reason, so no behaviour moves in this commit.

`NoAttemptSent` is the distinction that carries information: it means the key is
PROVABLY unwritten, whereas every other reason leaves a possibly-durable object.
Acting on that — not wedging a lane that has nothing to resolve, which today costs
the table its write availability until remount — is a protocol change and is filed
as Task 18 at the end of the plan, with its safety argument and a TLA step, rather
than smuggled in here.

Compiled both touched TUs; full gate deferred so the running 4h soak is not
disturbed by a link-heavy build.

The driver already knew how to handle a mount fence — is_mount_fenced exists
precisely for it, and its docstring prescribes rerouting to the peer that holds its
own live lease. It just stopped recognising the condition: it matches ABORTED (236)
plus message substrings, while the rev.8 disk-lifecycle round made the lease-loss
gate throw a typed not-mounted error instead, reported as INVALID_STATE (668) from
ContentAddressedMetadataStorage.cpp:1095. So a routine chaos-window fence surfaced
as WORKLOAD FAILURE and ended a 4h run at t+2h30m — with 10 checkpoints passed, zero
dangling and fsck settled, i.e. nothing was actually wrong with the pool.

Harness-only change. The 4 failing tests in utils/ca-soak/tests are identical before
and after (214 passed / same 4 failed on both sides).

Leaves a product question recorded in the worklog rather than answered here: 668
INVALID_STATE carries retry-later semantics ("retry once the disk recovers to Live")
under a permanent-sounding code, so any client classifying by code rather than by
message text will treat it as fatal — the same shape as finding #37 defect 2.

A wedge exists because an Unresolved PUT may have LANDED, so the durable log may
or may not contain the transaction. That reasoning applies only when an attempt
was actually sent. When the fence or the deadline refuses BEFORE the first
attempt, nothing left the process, nothing can have landed, and wedging the lane
is pure availability loss — over a key that can never resolve, so the retry after
the fence recovers fails too. The red run states it in one line: "the append lane
stays wedged until the SAME key resolves durable", for a key that was never
written.

The predicate is an allow-list of exactly one reason, placed next to the enum so
it cannot be missed. It has no `default`, so adding a member breaks the build
until someone decides; and if that diagnostic were ever silenced the fallthrough
says wedge. A new reason cannot silently widen the exception.

The plan understated one step: the apply-pending marker must also be cleared.
Leaving it set is a permanent false claim that the table may be missing a durable
transaction, and `confirmExactRef`'s rule 4 would then answer `Unknown` forever.
Nothing was sent, so nothing is owed.

Fixes a diagnostic bug found on the way, unrelated to the behaviour: the
attempts-exhausted path returned `Unresolved` through bare returns that bypassed
the reason helper, so the single most common wedge message in the system read
"is UNCERTAIN (not unresolved)". Both refusals now route through the helper, and
the enum's doc comment no longer claims nothing branches on it.

Two plan items were wrong and are documented in place rather than worked around:
the wedge-resolution path has no pre-attempt gate to make the same decision at,
and the TLA+ target named in step 5 does not exist — the nearest model already
admits this transition, so this widens which C++ paths reach it rather than what
the model admits. That model was re-run: 5/5 expectations met.

Gate: unit_tests_dbms 1352/1352 over 228 suites (1348 baseline + 4 new).

Continues the per-bullet purge, this round targeting sections that were
mostly closed but carried one genuine surviving thread (compress, not
delete, per the established rule): CAS disk lifecycle rev.8 (trimmed the
"resolved this round" recap, kept the deliberately-deferred disk-lifecycle-leak
and residual watch items), the publish-confirm Part B review (kept only the
one still-open eraseView/publishStaging no-throw-after-commit window; also
fixed a reference this left dangling after an earlier deletion), fsck
large-pool reporting (kept the three still-open residuals), the never-born
_ckpt GC backstop (kept the live ask: an independently-LIST-verified
backstop), and the mount-lease self-race STID item (kept only the
still-unrun Gate 3 CI-lane validation; dropped the 6h-hang sub-question,
already answered elsewhere as a sharding fix, per project record).

Also ran a dangling-anchor sweep against all `{#...}` deletions made in
parts 1-3; the only matches were false positives (parenthetical numeric
refs like "(#37)", not markdown anchor links).

No line-count delta reported here (single-line paragraphs compressed to
other single-line paragraphs don't move wc -l), but real reduction:
252189 -> 245742 bytes on this file.
